Heating Appliance Ordinance 1998

The Heating Appliance Ordinance ("Verordnung über energiesparende Anforderungen an heizungstechnische Anlagen und Brauchwasseranlagen (Heizungsanlagen-Verordnung - HeizAnlV)") posed requirements to the equipment and dimensioning of central heating systems using water as the energy carrier as well as on hot water systems. Specific requirements additionally applied to single heaters.

The ordinance was issued fort he first time on 22 September 1978, came into effect on 1 October 1978 and was amended for the first time on 1 June 1982. Additional amendments followed in 1989, 1994, and 1998.

In the new version of 1994 requirements from the European Directive "92/42/EEC of 21 May 1992 on efficiency requirements for new hot-water boilers fired with liquid or gaseous fuels" (Boiler-efficiency Directive) were already implemented into German legislation. However, based on the Energy Saving Act (Energieeinspaarungsgesetz - EnEG), only those requirements of the directive could be implemented into German law that concerned the "putting into service" of boilers in buildings. The regulation for the placing on the market of these products could only be implemented after a revision of the construction materials law in 1998 through the "Verordnung über das Inverkehrbringen von Heizkesseln und Geräten nach dem Bauproduktengesetz (BauPGHeizkesselV)".

In this context the Heating Appliance Ordinance had to be amended again, above all to adapt the regulations formally to the BauPGHeizkesselV. Additionally objections of the European Commission concerning details of the implementation had to be taken into account.

The Heating Appliance Ordinance 1998, introduced on 4 Mai 1998 thus contains almost exclusively formal changes.

In 2002, the Heating Appliance Ordinance and the Thermal Insulation Ordinance were merged into the Energy Saving Ordinance. The current state of regulations for heating- and hot water systems is
