Zum 1. November 2020 hat das Gebäudeenergiegesetz (GEG) das bisherige Energieeinsparungsgesetz (EnEG), die bisherige Energieeinsparverordnung (EnEV) und das bisherige Erneuerbare-Energien-Wärmegesetz (EEWärmeG) abgelöst. Aus diesem Grund wird das Bundesinstitut für Bau-, Stadt- und Raumforschung das Infoportal Energieeinsparung in Kürze an den neuen Rechtsstand anpassen. Die Arbeiten dazu laufen mit Hochdruck. Der neue auf das GEG umgestaltete Internetauftritt wird innerhalb der nächsten Wochen zur Verfügung stehen.

Bulletin referring to § 3 section 5 (model building method)

In § 3 section 5 EnEV 2013 a new simplified method is introduced. In the course of this method, it can be assumed for certain new residential buildings without calculation that they comply with the requirements if certain preconditions are given and the construction meets a certain minimal energetic standard. The application of this method requires an official bulletin issued by the federal ministries in charge.

Dated October 21st, 2016, the responsible federal ministries (the Federal Ministry for Economic Affairs and Energy (BMWi) and the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB)) issued a joint bulletin, which was published in the “Bundesanzeiger” (official Journal of the German Federal Government) on November 8th, 2016.

The method was originally proposed by the regional government of Baden-Wuerttemberg. A comparable approach (considering the formerly intended level of requirements) was then included in the first draft of the EnEV 2013. The final version of the EnEV 2013 foresees a bulletin for this purpose, which had to be developed using the primary approach as a basis. BBSR commissioned on behalf of the BMUB an

which served as a basis for the conception of the current bulletin.

In the study as well as in the bulletin, the residential buildings are divided into groups of buildings for which under defined preconditions and with a certain technical building system the requirements can be met using a similar level of thermal insulation. The accompanying study carried out a calculation for a model building representative for the group in question. It could be shown that under the given conditions for the whole group of buildings it can be rightfully assumed that the requirements are fulfilled without further proof. For the energy certificates, the values calculated for the respective model building given in the bulletin shall be used (§ 18 section 1 phrase 3 EnEV 2013).

The bulletin refers to the value of requirements applying to new buildings with a date of application for building a permit from January 1st, 2016. The choice of technical building systems is restricted to systems that need no calculated proof for the building as a whole according to the Renewable Energies Heat Act as well.
