Zum 1. November 2020 hat das Gebäudeenergiegesetz (GEG) das bisherige Energieeinsparungsgesetz (EnEG), die bisherige Energieeinsparverordnung (EnEV) und das bisherige Erneuerbare-Energien-Wärmegesetz (EEWärmeG) abgelöst. Aus diesem Grund wird das Bundesinstitut für Bau-, Stadt- und Raumforschung das Infoportal Energieeinsparung in Kürze an den neuen Rechtsstand anpassen. Die Arbeiten dazu laufen mit Hochdruck. Der neue auf das GEG umgestaltete Internetauftritt wird innerhalb der nächsten Wochen zur Verfügung stehen.

Energy Saving Ordinance (EnEV)

The Energy Saving Ordinance ("Energieeinspaarverordnung (EnEV)") is an important part of the energy- and climate politic of the German Government. Merging the Thermal Insulation Ordinance and the Heating Appliances Ordinance valid up to then, the Energy Saving Ordinance was released for the first time in 2002 and amended for the first time in 2004. In Order to implement the first European Directive on Energy Performance of Buildings (2002/91/EC), the EnEV was reissued in 2007 and was once more amended in 2009 following the government’s decision "Integriertes Energie- und Klimaprogramm (IEKP)".

On 1st May 2014 a new version of the ordinance came in to force as consequence of the "Second Ordinance amending the Energy Saving Ordinance of 18th November 2013" (EnEV 2013). The amendment partly serves for the implementation of the recast European Directive on Energy Performance of Buildings (2010/31/EU). In pursuit of the German Federal Government’s decision about the "Energiekonzept" and the "Energiewende", the level of requirements was re-adjusted effective from 1st January 2016 in course of this amendment.

EnEV primarily poses requirements to the primary energy demand of new buildings. Here the structural heat insulation of the building envelope as well as the energy efficiency of the systems engineering used (heating system, ventilation, cooling, light) are taken into account. By means of a multiplier, the primary energy factor, the upstream processes of the utilised energy carrier (until the removal from the building) is assessed, so that the differing usage of resources and indirectly also the differing CO2-Emissions are taken into account.
For the issuance of energy certificates, the ordinance refers to regulations that are published as official bulletins by the responsible Ministries. BBSR is in charge of editor for these bulletins.

Because of the constitution, the legal enforcement of the Energy Saving Ordinance is a responsibility of the federal states. Normally they have issued implementation ordinances. For questions concerning overall interests that occur in course of the enforcement, they publicise interpretations.

The BBSR supports the responsible ministries in the amendment of the ordinance as well as in the design and development of the technical standards and guidelines that are taken into account. For this purpose, inter alia accompanying studies are commissioned.
