November 2020 hat das Gebäudeenergiegesetz (GEG) das bisherige Energieeinsparungsgesetz (EnEG), die bisherige Energieeinsparverordnung (EnEV) und das bisherige Erneuerbare-Energien-Wärmegesetz (EEWärmeG) abgelöst. Aus diesem Grund wird das Bundesinstitut für Bau-, Stadt- und Raumforschung das Infoportal Energieeinsparung in Kürze an den neuen Rechtsstand anpassen. Die Arbeiten dazu laufen mit Hochdruck. Der neue auf das GEG umgestaltete Internetauftritt wird innerhalb der nächsten Wochen zur Verfügung stehen.

Concerted Action EPBD

The "Concerted Action" (CA) EPBD is a European network that supports the dialogue among the Member States in implementing the Energy Performance of Buildings Directive (EPBD). Since the beginning of 2011, the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) within the Federal Office for Building and Regional Planning (BBR) is the German contractor and national coordinator of the CA EPBD; previously this task was performed jointly under the general management of the German Energy Agency (dena).

Already in 2005, the first edition of the CA EPBD was launched. Under the coordination of Portugal a group of 16 Member States had decided at a meeting in the BBSR in Bonn to apply for the funding of such a project and thus to provide a sustainable basis for all Member States to the until then informal exchange of experience.

The European directive does provide a framework for the energy requirements, but the detailed elaboration is in the responsibility of the Member States. A professional exchange on national approaches is therefore useful. By getting to know the approaches of other countries, both, the Member States as well as the common European energy saving- and climate protection policies benefit from this exchange since the existence of the network.

The program "Intelligent Energy Europe" finances the Concerted Action. Thanks to the successful performance of the first phase of the project, "CA I" was extended in 2007 and migrated in "CAII". With the amendment of the EPBD in 2010 there was again need for implementation and exchange between member states, so the European network was extended into a third phase until the End of 2014. The EPBD will not be completely implemented by then. Therefore the need for further cooperation is given. Currently the filing of application is in preparation.

The core themes of the current Concerted Action focus their attentions to the new challenges of the recast EPBD:

  • Energy Performance Certificates for buildings,
  • Inspections of heating and air conditioning systems,
  • Training for experts,
  • Cost-optimum procedures,
  • Nearly Zero Energy Standard,
  • Compliance and Control,
  • Financial support initiatives

Germany is chairperson of the core theme "Nearly Zero Energy Standard".

In his role as German contractor, BBSR assumes the coordination in Germany. In this task, internationally recognized experts from the German Fraunhofer Institute for Building Physics support the BBSR. If necessary, experts from other organizations (Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety, Federal Ministry for Economic Affairs and Energy, German Energy Agency, Kreditanstalt für Wiederaufbau (KfW), scientific institutions) take part in the exchange.

All topics are dealt with in parallel sessions which differ in size and method of work (workshops, lectures and discussions). The meetings of the Concerted Action take place about twice a year in different European cities. Germany was host in the summer of 2009.

Overall, all 28 member countries of the European Union and Norway are represented in the Concerted Action III. For each country, representatives participate in the Concerted Action, which are entrusted by their respective governments with an official function in the implementation of the directive - these are essentially authorities and energy agencies with different legal forms, but also academic institutions which project the national implementation strategies.
