Implementation of the Energy Performance Directive in the Member States
The energy efficiency of buildings has been the subject of European guidelines since 2002. The Energy Performance of Buildings Directive (2002/91/EC) – as well as its currently valid new version 2010/31/EU – contains orders for the member states to enact certain regulations concerning the final energy performance efficiency of new and existing buildings as well as regulations for energy certificates according to the respective national law.
The member states had considerable liberty in the implementation of the original directive on the final energy efficiency of buildings (2002/91/EC) into national law which they used in very different ways. The amended version of the directive (2010/31/EU) leaves this liberty virtually unchanged.
A progress report on the implementation costs (as of: spring/summer 2008) was made within the scope of the network Concerted Action on the Energy Performance of Buildings Directive "CA-EPBD" and published in the form of a book as well as in the form of individual reports ("Country-Reports" 2008). The reports are all available in English, as individual reports mostly in the respective national language as well.

In the beginning of 2011 an amendment of these reports was published (as of summer 2010), which also give outlooks on the intended implementation of the amendment of the directive (2010/31/EU) in the member states
In 2013 a second amendment of these reports was published (as of the end of 2012), which showes first steps the implementation of the amendment of the directive (2010/31/EU) in the member states
The German contributions all come from employees of the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR).
Comparative research projects
In recent years, the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) has conducted 3 research projects with different partners in the course of the research project "Future Building" (Zukunft Bau) which investigated the approaches of the neighbouring countries in comparison with Germany.
