Further Regulations concerning Energy Performance of Buildings
Beside the Energy Serving Ordinance there are further regulations on federal level in Germany:
Energy Saving Act
The obviously most important regulation is the Energy Saving Act itself. During the now nearly 40 years of its existence it served as legal basis for numerous legal ordinances and for their enforcement by the "Länder"-authorities. It was amended several times.
The law does not foresee immediate obligations for the citizens – even if the new Paragraph 2a added in 2013 theoretically might get such a force if the government would not implement the issues of this paragraph by a legal ordinance in due time.
Heating Costs Ordinance
Regulations about the metering and allocation of heating costs are the subject of the Heating Costs Ordinance, which was on the basis of the Energy Saving Act first released in 1981.

The Energy Saving Ordinance as a regulation with mostly technical issues is supported to a large extent by technical standards. These are especially referenced concerning the calculation methods to prove the compliance with requirements.
Test Reference Years (TRY)
Numerical simulations can be used in course of the EnEV 2013 to prove a sufficient summer heat protection as well as to include the improved performance of innovative components and systems into the calculation methods. For this purpose, Test Reference Year datasets developed in the context of a research project are provided on this site.
