The Federal Institute for Research on Building, Urban Affairs and Spatial Development ("Bundesinstitut für Bau-, Stadt- und Raumforschung - BBSR") advises the responsible federal ministries on technical and scientific questions about energy saving and continuously takes part in the amendment of regulations and standards concerning energy saving.
On the other hand, the legal enforcement of the energy saving legislation in accordance with the constitution is the exclusive responsibility of the local authorities nominated by the federal states ("Bundesländer"); normally these are the local building authorities. Only they are in the position to decide about the application of the legal regulations in individual cases.
